An illegal content complaint is made if the complainant believes that illegal content is present on a content sharing platform or content service that does not require authorisation under the Media Services Act (e.g. an electronic periodical publication, news website or agency service).
Illegal content
- is defined as content that fulfils the characteristics of child pornography or extremist material,
- incites to conduct that fulfils the characteristics of one of the offences of terrorism,
- approves of conduct that fulfils the characteristics of one of the offences of terrorism,
- fulfils the elements of the offence of denying and approving of the Holocaust, crimes committed by political regimes and crimes against humanity, the offence of defamation of a nation, race or belief, or the offence of incitement to national, racial or ethnic hatred.
