Cross-border dispute resolution and cooperation

The competence of the Council for Media Services also includes cross-border dispute resolution and cross-border cooperation, as defined in the Media Services Act in sections 154 to 156. The Council may, in accordance with its obligations under international treaties to which the Slovak Republic is bound, suspend the retransmission of a television programme service or the provision of an on-demand audiovisual media service the content of which endangers the development of minors, incites violence or hatred, endangers public health or threatens general and national security.

The Council shall send a reasoned request to the Member State under whose jurisdiction the broadcaster or provider of the on-demand audiovisual media service falls to resolve the problems arising from the provision of such a service. The Council shall regularly inform the Member State of the measures to address the identified issues. Within two months of receipt of the request, it shall notify the Member State and the European Commission of the outcome of the request and, where no solution can be found, explain the reasons.

In the event of cross-border disputes, the Council shall issue a generally binding regulation laying down a list of content services the broadcasting, retransmission or provision of which has been suspended by the regulator.
