Global Internet Forum to Counter Terrorism (GIFCT)

The Global Internet Forum to Counter Terrorism (GIFCT) is an Internet industry initiative to share information and technology for automated content moderation. The initiative was founded in 2017 by Facebook (later Meta), Google/YouTube, Microsoft and Twitter. As of 2019, it operates as an independent non-governmental organisation.  

Role of GIFCT

GIFCT aims to prevent terrorists and violent extremists from abusing digital platforms. In July 2020, the Forum established several working groups that bring together experts from different sectors, geographies and disciplines. Their outputs enable the GIFCT to provide guidance and solutions to technology companies and experts in counter-terrorism and counter-extremism.  

Involvement of the Council for Media Services

The Council for Media Services has been part of the GIFCT Incident Response Working Group (IRWG) since autumn 2022. The IRWG focuses on developing and improving assessment frameworks, particularly frameworks for defining terrorist and violent extremist attacks and related online content. The group also identifies emerging challenges, such as threats linked to synthetic content and the use of artificial intelligence, and proposes recommendations to address them and adapt the assessment frameworks to current threats.
