An illegal content complaint is made if the complainant believes that illegal content is present on a content sharing platform or content service that does not require authorisation under the Media Services Act (e.g. an electronic periodical publication, news website or agency service).
Illegal content
is defined as content that fulfils the characteristics of child pornography or extremist material,
incites to conduct that fulfils the characteristics of one of the offences of terrorism,
approves of conduct that fulfils the characteristics of one of the offences of terrorism,
fulfils the elements of the offence of denying and approving of the Holocaust, crimes committed by political regimes and crimes against humanity, the offence of defamation of a nation, race or belief, or the offence of incitement to national, racial or ethnic hatred.
