The European Platform of Regulatory Authorities (EPRA) is the oldest and largest network of media regulators in Europe. It was established in 1995 as an initiative of national regulatory authorities, aiming to find a common interpretation of the Television Without Frontiers Directive and to support its implementation into national legislation.
Thanks to its long-standing experience and extensive network of working-level contacts, EPRA has become a key platform for information exchange, coordination of approaches, and sharing of good practices in media regulation.
What is EPRA’s role?
Its mission is to connect, engage, inspire and provides space for open dialogue on current challenges. EPRA is not an EU institution and does not have the authority to intervene in decisions of national bodies.
One of EPRA's major strengths is its unique geographical coverage. Its members include not only regulators from EU Member States but also from other European countries, enabling a broader exchange of experiences and perspectives across the entire region.
How does EPRA operate?
EPRA’s work is guided by two key documents:
EPRA Strategy
Developed for a three-year period, it sets the general direction of the platform. The current EPRA Strategy for 2024–2026 defines four main priorities:
supporting members in a rapidly evolving media landscape,
helping them engage with external stakeholders,
generating valuable and practical insights that reflect regulators’ needs, and
ensuring the long-term sustainability of the EPRA platform.
EPRA Annual Work Programme
Updated every year, the EPRA Work Programme for 2025 focuses on the following key areas:
protection of minors in the online environment,
media pluralism,
evidence-based regulation, and
setting strategic goals in a fast-changing environment.
Participation of the Council for Media Services (CMS)
1996 - The Council for Media Services (formerly the Council for Broadcasting and Retransmission) became a member of EPRA
2000 - Slovakia hosted the 12th EPRA meeting
2018 - Slovakia hosted the 48th EPRA meeting
2021 - Ľuboš Kukliš, then Director of the Council for Broadcasting and Retransmission, was elected EPRA Chairperson
2023 - Stanislav Matějka (CMS) was elected Vice-Chairperson of EPRA
2025 - Stanislav Matějka (CMS) was re-elected as Vice-Chairperson of EPRA
The Council for Media Services actively engages in strategic discussions within EPRA. Its representatives regularly participate in two plenary meetings each year. In addition, expert-level discussions are held on specific topics included in the annual work programme.
